SerumFX is a separate download you will see in "your account". Go to Options->Manage Plugins in FL and make sure you see SerumFX in the list. If not, then reinstall SerumFX to a path displayed there.
I tried to download serumfx but windows defender blocks it, please help
Hmm, you could temporarily disable Windows Defender.
